RE: PROPOSAL FOR PROFESSIONAL SERVICES
PROPOSED MENDON WATER DISTRICT 1 EXTENSION #5 - TOWN OF MENDON

We are pleased to submit herewith our proposal to perform professional engineering services for the above referenced project. This letter proposal describes our understanding of the scope of the project and provides an estimate of our compensation.

I. Background

At the May 9, 2005 Town Board meeting residents from the southeastern portion of the Town ofMendon expressed their desire to have public water extended to serve their properties. In addition, the Town of Mendon has received informal petitions from residents along Boughton Hill, West Bloomfield, Pittsford Mendon, and Mendonshire Hts. Roads requesting that public water be extended to their property. In response to the resident's request the Town of Mendon Town Board requested that MRB group, P.C. prepare a proposal to evaluate the extension of public water to the southeastern portion of the Town.

A. Service Area

The proposed service area includes the southeastern portion of the Town that is not currently served by public water. The service area includes properties located south of Cheese Factory Road and west of Quaker Meeting House Road. A map is attached illustrating the proposed service area.

B. Methodology

The size of the service area suggests that this project should be developed in a phased approach. We are proposing to conduct a feasibility study that will identify the anticipated phases of the project and the financial viability of each phase. Once completed, the feasibility study will be presented at an informal public hearing to the affected residents. A favorable response from the residents will suggest that the Town continue with the project and authorize the preparation of a map plan and report. The following scope of services includes two Feasibility Study and Map, Plan and Report. The Map, Plan and Report would be completed provided there is sufficient interest from the affected residents to proceed following the informal presentation

If this proposal is acceptable to you, please sign where indicated and return one copy to our office. We have included an additional copy for your records. Thank you for your considertion of our firm. We look forward to working with you on this project.

Sincerely,

Michael E. Guyon, P.E.
